Responses to queries - Evaluation of learning laboratories and national action projects


My question concerns the Model Contract for Consultancy Services and Appendix 1 in particular. It states:

‘It is a requirement of the PMF process that third party verification is obtained on the collection of outputs from either clients solicitors or accountants on a quarterly basis.'

I would like to know what this means in concrete terms and how we would meet this expectation in the context of an evaluation project. Our proposal will include milestones within it, that are more frequent than quarterly (the project would last some six months) which could serve as the ‘collection of outputs' but and would expect these to be verified by ASC as a contractual requirement.

I can confirm that this note refers to ASC contracts where we would need external verification of the delivery of outputs, for example learning days completed etc. In the case of this contract the outputs can be verified by the project manager at ASC and there is no need for external verification from your solicitor or accountant. The milestones/outputs would be agreed between ASC and the successful contractor on inception of the project but as you have noticed, in this case it may be necessary to record outputs more regularly than quarterly.


Please could you clarify, with regard to the above call for tenders, whether there are limits to numbers of words or pages in putting together the bid, and also whether it is possible for us to submit our separate track record/CV documents with the bid?

We notice also that the tender brief states that "CVs for team members must be no longer than four pages, whilst two pages is preferred." Does this refer to each person's CV or the entire collection of CVs?
